Organic farming has become an important aspect of European agri-environmental policy. Since the implementation of EC Reg. 2078/92, the EU promotes organic farming based explicitly on its positive effects on the environment. The objective of this paper is to contribute to a better understanding of organic farming's effects on the environment in comparison to conventional farming and to discuss the policy relevance of these issues. Der ökologische Landbau war ursprünglich ein Teilbereich der Landwirtschaft, der sich weitgehend unabhängig von staatlichen Einflüssen entwickelt hat. Seit Ende der 80er Jahre des vorigen Jahrhunderts nahm der direkte staatliche Einfluss zu, und heute gibt es kein EU-Land mehr, indem der ökologische Landbau nicht direkt durch staatliche agrarpolitische Maßnahmen gefördert wird. Die wichtigste Begründung, die für die politische Förderung des ökologischen Landbaus genannt wird, sind seine positiven Umwelteffekte. Da es sich bei Umweltgütern um öffentliche Güter handelt, werden diese von den Wirtschaftssubjekten in zu geringem Umfang bereitgestellt. Die Agrarökonomie als Wissensgebiet definiert sich durch den empirischen Gegenstand und einen Methodenkanon. Das institutionelle Netzwerk der Agrarökonomie erstreckt sich über Universitäten und Fachhochschulen, außeruniversitäre Forschungseinrichtungen, Verwaltungen, den gesamten agrarwissenschaftlichen Sektor und die verschiedenen Interessenverbände. Recent food scares have lead to a boom in demand for organic products and an increasing awareness of policy makers of the potential benefits of organic farming. However, policies specifically targeting organic farming support do not remain beyond dispute and a sound justification of these is in great demand. Organic farming has been developed by a social movement without government support and intervention. This situation changed in the EU during the last decade since around 1990 when subsidies for organic farmers were introduced, the defining power on the term „organic farming“ was taken over by the European Commission, and a system of government led certification and control has been established. Lessons learnt from ORGAP Project – planning, implementation and evaluation of Action Plans for Organic Food and Farming Organic Eprints

Within the EU funded project ORGAP, a toolbox was developed for the evaluation of the European as well as national action plans for organic food and farming. Also recommendations and a resource manual for policy makers and stakeholders were developed. These were based on the analysis of national Organic Action Plans as well as stakeholder and expert consultation. The analysis showed that several EU member states have emphasised the need to balance supply-push policies with more market-focused demand-pull policies. Der ökologische Landbau schob sich in den letzten 20 Jahren weit nach vorn im öffentlichen Bewusstsein. Verunsichert von Lebensmittelskandalen und Tierseuchen, interessieren sich Konsumenten heute mehr für ökologisch erzeugte Nahrungsmittel als in den 80er Jahren des letzten Jahrhunderts. Parallel dazu verdreifachte sich die ökologisch bewirtschaftete Fläche innerhalb der EU zwischen 1993 und 1999. Organic farming and the Common Agricultural Policy: A European Perspective Organic Eprints

Organic farming has grown considerably during the last decade in Europe and currently accounts for about 2% of agricultural area of the European Union compared to 0.5% in 1993. While still small in absolute terms, growth rates are impressive, and organic farming actually represents an exception within European agriculture being a growing subsector. It seems plausible that a number of developments have jointly contributed to this growth. The two most important factors are undoubtedly a developing market for organic products and the influence of policy.

Organic farming is increasingly considered in the European Common Agricultural Policy. Sound evaluations of the effects of policy measures on organic farms in the EU are needed to face the challenges in future policy design. The effects of various policy scenarios on profitability and development strategies of typical organic arable and dairy farms are analysed for the EU-countries Germany, Denmark, the United Kingdom and Italy. Produktionsverfahren des Ökologischen Landbaus in Baden-Württemberg Organic Eprints

Diese Datensammlung ist als Hilfsmittel für die Betriebsplanung gedacht. Es stellt standardisierte Produktionsverfahren des Ökolandbaus in Baden-Württemberg dar, wobei die wichtigsten Verfahren des Ackerbaus, der Rindviehhaltung, des Feldfutterbaus und des Grünlandes aufgeführt sind. Die Ausgleichszahlungen und Prämien sind bis zum Jahr 2002/2003 aufgeführt: Für die Deckungsbeitragsrechnung wurde das Jahr 2002/2003 berücksichtigt. Als Maßnahme des MEKA (Marktentlastungs- und Kulturlandschaftsausgleichsprogramm) ist die Beibehaltung des ökologischen Landbaus in die Berechnung mit einbezogen.

Stakeholder involvement in policy evaluation and development in 11 European countries: synthesis results Organic Eprints

In an effort in bringing together stakeholders of the organic farming and general agricultural policy sector within the EU in April Mai 2004 a group of stakeholders met for a one day-workshop in 11 European countries (AT, GB, DE, DK, IT, CH, CZ, PL, SI, EE, HU) to formulate policy recommen¬dations for the development of organic farming sector. Close personal contact of participants in these workshops facilitated policy learning and innovation at the national level and provided a platform to form alliances to decide on further actions. This contribution presents the synthesised results from all national workshops highlighting the current situation of organic farming policy in Europe and providing recommendations for future policy instruments.
